Innovate Mobility has partnered with the City of Roseville to reimagine its local and commuter transit network through data-driven planning, public engagement, and technology-forward strategies. Our work has focused on positioning Roseville Transit to meet future growth, adapt to changing travel behaviors, and strengthen its role within the greater Sacramento region’s mobility ecosystem.
Projects
Transportation 360 Comprehensive Operational Analysis
Innovate Mobility led the Transportation 360 Plan, a full system redesign evaluating Roseville’s local, commuter, and paratransit networks. The plan recommended a more efficient and rider-focused structure with improved frequencies, simplified routing, and new service concepts such as flexible microtransit. Developed through detailed performance analysis, equity evaluation, and robust community engagement, the plan was adopted by City Council in 2024 and now guides ongoing implementation efforts.
Operations Procurement and Independent Cost Estimate

Following the plan’s adoption, Innovate Mobility supported the procurement of a new operating contractor, including development of a detailed Independent Cost Estimate (ICE) to ensure pricing transparency and fiscal accountability. We provided technical guidance throughout the RFP process — from scope and cost modeling to evaluation support — helping the City select a qualified operator and strengthen its contract oversight framework.
Implementation and Ongoing Support
Our team continues to assist Roseville with implementation, grant strategy, and procurement management, ensuring that service improvements and capital investments align with funding opportunities and operational capacity.
