Innovate Mobility has partnered with Fairfield and Suisun Transit (FAST) to modernize its transit network, expand flexible mobility options, and position the system for long-term financial and operational sustainability. Our ongoing relationship has supported the agency through every phase — from planning and service redesign to on-demand implementation, grant funding, and program management.
Projects
FAST Forward Comprehensive Operational Analysis (COA)
Innovate Mobility led the FAST Forward COA, a systemwide redesign that restructured the fixed-route network to improve frequency, directness, and regional connectivity. The project combined detailed data analytics, performance benchmarking, and community engagement to deliver a more efficient, equitable, and rider-focused service plan. The COA established the foundation for subsequent on-demand and technology initiatives.
On-Demand Service Design and Procurement

Building on the COA, we guided FAST through the design, procurement, and launch of its first on-demand microtransit service, replacing underperforming routes and improving access for lower-density neighborhoods. Our team developed service parameters, authored procurement documents, evaluated vendor proposals, and provided implementation oversight — ensuring a smooth operational transition.

Grant Acquisition and Ongoing Program Support
Innovate Mobility helped FAST secure a $1 million state grant to expand and sustain the on-demand program, highlighting its measurable impacts on access and efficiency. We continue to provide ongoing service management and performance monitoring, helping the City maintain cost control, adapt to demand patterns, and build data-driven justifications for future funding.
